Since big banks are protected by the promise of bailouts, and benefit from wusny trading using microsecond access to market prices, why is it not required the banks pay for the privilege?

Quant trading is a privilege. Profits via "adding liquidity" ought to be the premium owed to the public coffer.

As an idle note, if you're playing a bow-wielding class in LotRO and you have the Mirkwood Patron's Coffer and the Ultimate Fan Bundle edition of The Wolves of Mordor expansion, the bow from the coffer goes VERY well with the Were-hunter's armor set from the xpac.
