Apropos of Carney invoking it, the phrase "the strong do what they can, and the weak suffer what they must" (from the History of the Peloponnesian War) was not, in its original context, a pithy summation of realpolitik. It's a moment of stark hubris; the Athenians who said that *lost the war.*
